Like I said, he has a NMC. Therefore he is unable to be waived. Hence the No Move Clause

you can always buy out a player in the actual NHL, but we havent really done that here i dont think

For a NMC he'd have to waive it to be bought out, just ask PR if he'll waive to go to free agency. Say like
"He gets the money and gets a chance at getting a roster spot on another team" something like that.
